The US NRC delegation headed by Jack Ramsey, a senior advisor for the Office of International Programs, visited the Agency for Nuclear and Radiation Safety during December 14-16, 2016. The meeting concluded with signing of the MOU regarding renovation of the office space in 2017 to be occupied by ANRS. The second regional RSRP meeting of Latin American countries (Bolivia, Dominican Republic, Guatemala, Panama, Paraguay, Peru and Uruguay) was conducted in Montevideo, Uruguay from November 14-16. The event was hosted by the Uruguay National Regulatory Authority in Radiation Protection (ARNR) of the Ministry of Industry, Energy and Mining (MIEM). From September 22-23, 2016, RSRP conducted a meeting with the Dominica Bureau of Standards, in Roseau, Dominica. The country is starting to develop its regulatory infrastructure and the RSRP program will be supporting these efforts initiating with the national registry of radiation sources and the emergency response plan. The 6th regional meeting of the United States Nuclear Regulatory Commission (USNRC) Radiation Sources Regulatory Partnership (RSRP) program took place from Monday September 5, 2016 through Wednesday September 7, 2016 in Tbilisi, Georgia. Under the Partnership for Uranium Recovery Regulation (PURR) and the Radiation Sources Regulatory Partnership (RSRP) programs, the USNRC and AdSTM organized and conducted a comprehensive training on Uranium Recovery for the Peruvian Institute of Nuclear Energy (IPEN). The RSRP held a one-week workshop was conducted in Kampala, Uganda, from September 19-23, 2016, discussing Design and Shielding Calculation in Medical Radiological Facilities. This is part of the undergoing collaboration with the Uganda Atomic Energy Council (AEC) aiming to strengthen Radiation Protection in the country. During the workshop, several medical imaging and therapeutic modalities were discussed in detail for purposes of shielding calculation and design optimization, with special focus on Cobalt Radiotherapy units. From July 25-29 2016, RSRP provided training on the Advanced Regulatory Information System (ARIS 2.2) to the Senegal Radioprotection and Nuclear security Authority (ARSN). The primary objectives were the installation of the SQL-based ARIS 2.2 software, training for all four modules of software (Licensee, RASOD, Authorization, Inspection), and an introduction to the report system. Training sessions were conducted for each module, and some more difficult exercises were conducted covering the integration between all ARIS modules. AdSTM and BNL staff met with ANRS staff on July 11-13, 2016 in Tbilisi, Georgia to discuss and plan the NRC safety assistance program for developing new ANRS office space. Series of meetings and site visits were also held with the ANRS and the local technical/constructing support organization, to review the planned renovation project for new office space. The project will proceed with developing the design for renovation based on ANRS functional requirements followed by implementation phase in late 2016-2017.
From 11 to 17 June 2016, John Kinneman of AdSTM, Inc. participated as a member of an International Atomic Energy Agency (IAEA) team conducting a National Regulatory Infrastructure For Radiation Safety Advisory Mission in the Republic of El Salvador. The team met with the management and staff at the Radiation Regulatory and Advisory Unit in the Ministry of Health and visited several hospitals. On June 20th, 2016, the RSRP program conducted a meeting in Peru with the Peruvian Institute of Nuclear Energy to discuss a future collaboration between IPEN and the RSRP program. IPEN presented an overview of Peruvian regulatory framework and AdSTM presented an overview of the RSRP support program. The meeting was attended by high level IPEN authorities including its President. Geraldine Fehst from the USNRC, and Sergey Katsenelenbogen and Mario Rodriguez from AdSTM, represented the RSRP program.
